Novinarski trening: strane investicije u Srbiji

Da li je plan od 2 milijarde stranih ulaganja u Srbiji u 2010. bio realan

Istražili smo projekcije Vlade o visini ulaganja predviđenih za 2010. godinu. Krajem prethodne godine, Agencija za strana ulaganja i promociju izvoza SIEPA prognozirala je da će u Srbiju u 2010. godini stići 2 milijarde evra od stranih investicija. Medjutim, u prvih deset meseci, ostvareno je tek 400 miliona. Dok predstavnik Agencije Bojan Janković tvrdi da je realno da se do kraja godine ovaj iznos ostvari u dolarima, saradnik Centra za slobodno tržište Aleksandar Stevanović se kritički osvrnuo na uslove ulaganja u Srbiji.

I pored ekonomske krize, firme šire svoje poslovanje. Metro Cash and Carry je investirao 20 miliona evra u dva nova objekta u Srbiji. Predsednica UO Metro Srbija, Veronika Punčeva istakla je za Ekonnews da iako već 5 godina rade u Srbiji, pri svakoj novoj investiciji se susreću sa administrativnim problemima. Komplikovana birokratska procedura je, i prema mišljenju ekonomskih stručnjka, jedan od ključnih razloga što nema više novih investicija.

How real was to plan two billion worth foreign investments un Serbia in 2010?

We analyzed the government’s projections considering the level of investments as being anticipated in 2010. At the end of the last year, Serbia Investment and Export Promotion Agency, SIEPA, anticipated up to € two billion foreign investments in Serbia, in 2010. However, in the first ten months only € 400 million was being realized. And while the representative of the Agency, Mr. Bojan Jankovic claims that it is real to expect the anticipated level of investments in USA $ by the end of this year, the associate to the Free Market Center, Mr. Aleksandar Stevanovic was critical speaking about conditions for investing in Serbia.

In spite of the economic crisis, companies expand their business dealings. The Metro Cash and Carry Company invested €20 million into two new objects in Serbia. The representative of the Metro Managing Board in Serbia, Ms. Veronika Punceva, said for Ekonnews that though they were working in Serbia for five years, they still faced new administration problems for every new investment. Red tape is, according to economic experts, one of the key problems that hinder new investments.

Pored nastavka saradnje sa Fijatom, kao najvećim italijanskim investitorom, mogu se očekivati i investicije u oblasti auto, prehrambene i tekstilne industrije

Chamber of the italo-serbian businessmen

Together with Germany, Italy is the most significant economic partner of Serbia. There are more than 250 Italian businessmen currently present on the Serbian market in which they have so far invested more than € 800 million. In relation with the new post-crisis model of economic growth proposed by the Serbian government, we spoke with Mr. Pietro Vaciano, Secretary General at the Chamber of Italo-Serbian Businessmen.

Besides further cooperation with Fiat, the biggest Italian investor in Serbia, we can expect new investments into the car, food and textile industries.

Srbiji je potreban bolji PR

Srbija bi morala da radi na poboljsanju svog imidža, ukoliko želi više direktnih stranih investicija, mišljenje je sagovornika Ekonnewsa, Džeroma Bejla, osnivača i prvog predsednika Saveta stranih investitora. On je istakao da da bi Vlada morala da pojača promociju Srbije, kao i da bi trebalo raditi na uskladjivanju zakona i na političkoj stabilnosti zemlje, jer je to presudno za privlačenje novih stranih investicija. Srbija je interesantna za ulaganje zbog svog geografskog položaja, trgovinskih veza sa Rusijom, a cena radne snage je niža nego što je u susednim zemljama. Preporuka našeg sagovornika je da bi u Srbiji trebalo investirati u agroindustriju, jer su tu najveći potencijali i zagarantovan je kvalitet proizvodnje.

Serbia needs a better PR

Serbia should work on improving its image so as to attract more direct foreign investments, says for Ekonnews Jerome Bailey the founder and the first president of the Foreign Investors Council. He stressed that the Government should upgrade Serbia’s PR, orchestrate its laws and keep the political stability of the country up, these being the preconditions in attracting new foreign investments. Serbia is interesting for investments due to its geographic position, its trade relations with Russia and a lower cost of labor force in comparison with the neighboring countries. Our guest suggests investing into agro-industry as the branch with the highest potential and confirmed quality of production.

Kineski trgovinski centar Zmaj

Kineski trgovinski centar, u koji je investirano preko 25 miliona evra, je prvi veletrgovinski centar koji nudi poslovno umrežavanje i koncept poslovanja sve na jednom mestu. Svaki lokal ima svoj prodajni i magacinski prostor i kancelariju. U okviru centra postoji i pošta, banka i knjigovodstvena agencija, što trgovcima omogućava da posao završavaju mnogo brže i jednostavnije. Sagovornik Ekonnewsa, Dejan Bulatović, direktor KTC Zmaj, istakao je da se na ovaj način generiše razvoj trgovine iz raznih oblasti, ali i da ovaj koncept omogućava izlaz iz sive zone poslovanja malim i srednjim trgovcima. U planu je nastavak investiranja u izgradnju posebne poslovne zgrade i otvaranje oko 500 novih radnih mesta.

Chinese trade center Dragon

The Chinese Trade Center worth more than € 25 million is the first wholesale center where in one place one can run both the business networking and the concept of business. Every shop has its own show rooms, warehouse and office. The Center also houses a post office, a bank and a book-keeping agency, which helps vendors to run their business more efficiently. Ekonnews’ guest Dejan Bulatovic, director of the CTC Dragon, says that in this way the development of trade comes from various fields and that this concept enables both the small and medium traders to make business outside the gray zone. As it is planned the Center will get a new commercial building and, subsequently, new 500 jobs will be created.

Sajam investicija Invest EXPO

Novosadki sajam investicija Investexpo bio je dobra prilika da gradovi i opštine iz Srbije predstave svoje potencijale i prednosti za privlačenje stranih investicija. Opština Pećinci, koja ima veoma razvijenu industrijsku zonu, iskoristila je priliku da promoviše svoj investicioni katalog, koji dosta olakšava snalaženje u birokratskim procedurama za dobijanje dozvola, ali i novi potencijal za investicije, turizam. Grad Niš predstavio je projekte za ulaganje u infrastrukturu i razvijanje industrijskih zona, a Sombor za ulaganje u drvnu i tekstilnu industriju, jer su tu najveći potencijali za privlačenje novih investicija. Investicione projekte je u okviru sajma predstavilo više od 50 lokalnih samouprava.

Investments exposition Invest EXPO

The Investments Fair Invest Expo held in Novi Sad was a good opportunity for the cities and municipalities from Serbia to present their potentials and advantages for the future foreign investors. The Pecinci municipality with its highly developed industrial zone used this chance for promoting its investment catalogue that is very useful in solving the red tape needed to get licenses and also its new investing potential – tourism.

The city of Nis presented projects for its infrastructural investments and development of industrial zones, and the city of Sombor called for investing into lumber and textile industries, their best potential, to attract new foreign investments. More than 50 local self-governments presented at the Exposition more than 50 projects.

Svetska ekonomska kriza posebno je pogodila svet nekretnina, tako da je u 2009-oj godini gradnja skoro stala. Uz neusklađen pravni sistem, korupciju i neizgrađenu infrastrukturu, Srbija se našla pred velikim izazovom. Investicioni radovi u rafineriji Pančevo

Nis i Siemens sklopili su ugovor o modernizaciji pristaništa za dovod nafte Rafinerije Pančevo. Investicija vredi nešto više od 5 miliona evra, a Siemens se obavezao da ceo posao završi za godinu i po dana od početka radova. Reč je o uvođenju novih sistema za transport i skladištenje nafte, koji će, za razliku od starih, biti u potpunosti automatizovani, što će olakšati posao i umanjiti mogućnost da pri merenjima dođe do greške. Sagovornica emisije Ekonnews, direktorka Rafinerije Pančevo, Ljibica Simić istakla je da je naročito važno i to što će sada sve zalihe nafte i svaka promena stanja moći da se vide on line, zahvaljujući automatskom kompjuterizovanom praćenju merenja nafte. Za modernizaciju će se koristiti najefikasniji integrisani sistemi koji imaju i ekološki efekat, što će svakako pomoći i očuvanju životne sredine.

Investments into Pančevo oil refinery

NIS and Siemens has signed a contract to upgrade the oil terminal of the Pančevo Oil Refinery. The investment is worth about € 5,000,000 and Siemens agreed to complete works within a year and half. The works include a new oil transport and storage system, which will be fully automated and thus will facilitate work and reduce the possibility of the measuring error. The guest of the Ekonnews program, directress of the Pančevo Oil Refinery, Ms. Ljubica Simić, pointed out that particularly important for the process would be the online control of the total oil supplies and the option to monitor every change of situation owing to the automated computerized display of oil measuring. Upgrading will include installing the most advanced integrated and ecologically aware systems.

Trgovinski lanci

Prosečno srpsko domaćinstvo svakog meseca, čak 40 odsto svojih prihoda izdvaja za hranu i piće. U poslednjoj deceniji građani su dobili i mogućnost izbora, kada je reč o kupovini potrebnih namirnica. Slovenački Merkator uložio je nešto manje od 400 miliona evra u Srbiju, dok grčki Super Vero u predstojećoj godini planira otvoranje tri hipermarketa u prestonici, a u narednih pet godina i otvaranje prodajne objekte širom zemlje.

Trade chains

An average Serbian household spends monthly up to 40 percent of its income for foodstuffs. In the last decade however citizens got the possibility of choosing when shopping necessary provisions. The Merkator of Slovenia invested about € 400 million into Serbia, and the Super Vero, Greek supermarket chain, plans to open three hypermarkets next year in the capital and in the following five years shopping centers throughout Serbia.

Strane investicije u Staroj Pazovi

Ukoliko uzemo u obzir da opština Stara Pazova raspolaže sa preko 1.300 hektara zemljišta za grinfild investicije, kao i da je u poslednje dve godine u ovu opštinu investiralo 40 stranih ulagača, ne iznenađuje podatak da je Stara Pazova i zvanično najrazvijenija opština u Sremskom okrugu. Razgovarali smo sa predsednikom opštine Stara Pazova, Goranom Jovićem, o tome na koji način nadležni ljudi pokušavaju da izađu u susret stranim investitorima; sa direktorom uprave Nestle Ice cream-a, Cedric Boehn, o njihovim iskustvima u Srbiji; a pitali smo i građane da li se osećaju promene od dolaska stranih investitora.

Investments in Stara Pazova

In view of the fact that the Stara Pazova municipality owns more than 1,300 hectares of land intended for the Greenfield investments and that in the last two years this municipality has attracted more than 40 foreign investments there is no wonder that Stara Pazova is officially the most developed municipality in Srem District. Our guest is the president of Stara Pazova municipality, Mr. Goran Jović, who speaks about strategy they use to meet requirements of foreign investors; with the management director at the Nestle Ice Cream, Mr. Cedric Boehn, and this company’s experience in making business in Serbia. We also ask citizens about their experiences of the changes following the arrival of foreign investors.

Vodiči za ulaganje u obnovljive izvore energije

Eksploatacija obnovljivih izvora za proizvodnju čiste energije je u Srbiji na minimumu. Da bi privukli strane investitore da ulažu u razvoj ovakve proizvodnje električne i toplotne energije, Ministarstvo rudarstva i energetike, Ministarstvo životne sredine i prostornog planiranja i Ministarstvo poljoprivrede, šumarstva i vodoprivrede kreiralo je 4 vodiča za investiranje, i to za male hidroelektrane, vetroelektrane, biomasu i geotermalne izvore. Dejan Stojadinović, pomoćnik Ministarstva rudarstva i energetike, za Ekonnews ističe da sledi i reforma zakona o proizvodnji energije iz obnovljivih izvora, jer su procedure koje trenutno postoje i dalje komplikovane i duge. Ove reforme su već na neki način započete u julu prošle godine uvođenjem fid in tarifa, po kojim se država obavezala da će otkupiti svu energiju proizvedenu iz obnovljivih izvora, po podsticajnim cenama.

Guidebooks for investing into renewable sources of energy

In Serbia, use of the renewable sources to produce clean energy is at the lowest level. In order to attract foreign investments for development of these resources of electrical and heating energy, the Ministry of Mines and Energy, the Ministry for Environment and Spatial Planning and the Ministry of Agriculture, Forestry and Water Management have provided four guides for investments intended for the small hydro power plants, wind power plants, biomass and geothermal sources. Mr. Dejan Stojadinović, the assistant minister with the Ministry of Mines and Energy says for Ekonnews that the Law on Renewable Energy Sources will be modified because the current procedures are complicated and last long. These amendments were partly initiated in July last year by introducing a feed-in tariffs (FiT) that oblige the state to purchase all energy produced from renewable sources at subsiding rate.

Amcham i bol pekidžing

Američka privredna komora, čije su članice američke, strane I domaće kompanije u Srbiji je uspostavljena 2001 godine. Jedna od strategija ove organizacije je I aktivno prikupljanje investicionih iskustava stranih kompanija koje posluju u Srbiji, u cilju stvaranja pozitivnije slike domaćeg poslovnog tržišta. Direktorka AmCham-a u Srbiji, Bojana Ristić, za Ekonnews kaže da upravo pozitivna iskustva kompanija koja već posluju I već su investirala u Srbiji, imaju najveći uticaj kada je reč o privlačenju novih stranih ulaganja. AmCham poslednjih nekoliko godina aktivno sarađuje da drugim institucijama na ubrzanju giljotine propisa, a u narednom period će Vladi Srbije ponuditi saradnju koja bi trebalo da olakša I ubrza proces dovodjenja novih stranih investicija. Jedna od članica AmChama je I kompanija Ball Pekidžing koja je u Srbiji od 2004. godine, a ulaganja ove kompanije predstavljaju najveću grinfild investiciju u Srbiji. Bol Pekidžing proizvodi konzerve za ambalažu I najveći deo svoje proizvodnje izvozi, a puštanje u pogon nove linije za proizvodnju, dupliraće kapacitete, a samim tim I izvoz I priliv novca.

Amcham and ball packaging

The American Trade Chamber, whose members include the American, foreign and Serbian companies, was inaugurated in Serbia in 2001. The strategies of this organization include following the various experiences of foreign companies doing business in Serbia so as to create a positive image of Serbian market. The Directress of AmCham in Serbia, Ms. Biljana Ristić says for Ekonnews, that positive experiences of companies already doing business and investing in Serbia play the principal role in attracting new foreign investments. The AmCham has been cooperating several years with other institutions in Serbia in order to speed up regulatory guillotine strategy and in the next period it plans to offer cooperation to Serbian Government in order to facilitate and speed up the process of attracting new foreign investments. One of the AmCham members is the Ball Packaging Co. doing business in Serbia since 2004. This company’s investments have been so far the biggest Greenfield investments in Serbia. The Ball Packaging manufactures beverage cans and exports the major part of its production. Opening a new production line will double its capacities, export and profit.

Ekonomska saradnja Sjedinjenih Američkih Država i Srbije

Da bi se postigla ekonomska stabilnost, neophodno je raditi na nekoliko polja istovremeno, reči su Ambasadorke Sjedinjenih Američkih Država, Meri Vorlik. Ambasadorka za emisiju Ekonnews navodi da je prioritet Vlade u ovom trenutku, kao i njen kao ambasadora, priključenje Svetskoj trgovinskoj organizaciji, za šta je neophodno urediti zakone. Uređenje zakona bi Svetskoj trgovinskoj organizaciji bio jasan signal da je Srbija spremna da uključi u svetsku trgovinsku razmenu, koja se i sama odvija po čvrstim i preciznim pravilima. Približavanje Evropskoj uniji i preuzimanje evropskog zakonodavstva je, prema njenom mišljenju, dobar pošetak stvaranja konkurentne tržišne ekonomije, kao i pomaci koji su do sada napravljeni kroz pojedine izmene postojećih zakona. Odlučnije reforme uređenja ekonomskih i drugih zakonai bi svakako uticalo i na povoljniju sliku Srbije u Evropi i svetu, a rezultat bi bio veći priliv stranih investicija. Američke kompanije su do sada u Srbiji investirale preko 1,5 milijardi evra i zapošljavaju više od 8000 hiljada ljudi u Srbiji.

USA – Serbia economic cooperation

In order to achieve economic stability it is imperative to be active in several fields at the same time, says the US Ambassador to Serbia, HE Mary Warlick.

Ms. Ambassador says for Ekonnews that the main concern of the Serbian Government and hers, as the ambassador, is Serbia’s membership in the World Trade Organization. This process, as HE Mary Warlick says, requires of Serbia to renew and adapt its regulations that will send a clear signal to the World Trade Organization that Serbia is ready to join the world trade that follows strict and specific procedures. Serbia’s advancing to the European Union and adopting European legislative is, according to Ms. Warlick, a good start to create a competitive trade economy, as are already the steps already made through a number of changes of the current regulations. The straightforward reforms of economic and other regulations would certainly contribute to a more positive image of Serbia both in Europe and the world alike and result in a greater number of foreign investments. American companies have so far invested more than € 1.5 billion into Serbia and they employ more than 8,000 people.

Američka kompanija Ball Packiging, koja proizvodi aluminijumske ambalaže za piće; trgovinski lanci poput slovenačkog Merkatora i grčkog Super Vera; distributivni centar Metro Cash and Carry; samo su neki od stranih investitora koji su u protekloj godini ulagali u bolje poslovanje u Srbiji. Iako je investitorima i dalje velika prepreka korupcija, neefikasna državna uprava, politička nestabilnost, kao i neusklađenost sa evropskim zakonodavstvom, može se reći da je ostvaren napredak. Sve zastupljenije su grinfild investicije, kao i napredne tehnologije, na kojima se temelje budući planovi.

Best of foreign investments in Serbia

American company Ball Packaging, the aluminum cans plant; Slovenian retail chains Mercator and the Greek Super Vero Trade Center; the Metro Cash and Carry Center are only some of foreign companies that invested in Serbia last year in order to improve their business.

Though great frustrations for investors are corruption, an inefficient administration, political instability and regulations still not adapted to the European legislation, it can be said that we bear witness to a certain progress.

All aforementioned are Greenfield investments based on the latest technologies, which enables further expansion of business.
